Does DVRRDK4.0 support H264 sub-frame encoding&deconding?

There is NO support for sub frame mode in DVR RDK even with latest release and there is no plan to add this feature.

You need to add relevant frame headers, duplicate data structure, modify buffer offsets to point to sub frames & modify encoder link (other following links) to handle sub frame.

Yes. Encoder, Decoder links dont have provision to enable sub frame mode operation.

Refer codec user guide on usage of slice mode (ti_tools/codecs/*).  

On decode side cant your application collect one entire decode frame before giving it to the ipcBitsOutLink for decoding ? Decoder should be able to decode this.

On encoder side encode can encode a single frames as multiple slices but DVRRDK encLink doesn't support outputting a encoded frame at slice boundary.

Both of above are not useful from latency point of view but you should be able to decode streams encoded in slices by remote encoder or transmit in slices to remote encoder.
