There are two independent factors here:

The max speed as defined in the data manual.
The achievable frequencies based on the chosen external crystal, i.e. you don't have infinite flexibility in terms of frequency generation. So with a 24 MHz external crystal you can get certain frequencies, but if instead you use a 25 MHz clock you can get other frequencies.

I use a 24 MHz external crystal . if PLLM sets as 31 ,the pllout will be 24*31 = 744 ??? the number exceeds the PLLOUT domain, is it right??? IF it is wrong , what mean IS the PLLM and PLLOUT?
