DM6446EVM NOR Flash Address pin

Hi,

I have a question about DM6446 EVM.

My DM6446EVM's onboard NOR Flash is AMD NOR Flash(AM29LV256M).
I'm looking at schematic of EVM, and have a question about EMIF-NOR address connection.

NOR Flash address pin A23 is pulled up to 1.8v.
If they don't use A23, doesn't it need to be pulled down to GND?

And why NOR A23 are not connected to EMIF pin?
AMD NOR Flash is 32MB so that it could be connected to EM_BA[0](behave as EMIF_A[22] in 16bit mode), isn't it?
