Can you indicate what you are referring to as flickering. The encoded stream doesn't show any flicker. Only all frames are encoded as I-frames mostly due to wrong configuration from your application.The encoder link is dropping some frames because output buffers are not available
now i change the QP value that will not flicker,but around of the image or the words have some mosaics when i use the big screen to display,so what is wrong with that ?

You are setting targetBitrate to 2 mbps for a 1080P60 stream.Reasonable bitrate is around 10 mbps.
but if in my environment the network can not be to 10mbps,so whether the image quality can not be improved?
or some other ways can improved the image quality?
i also do some test with 10Mbps, around of the image or the words also have some mosaics flicker,just the effect is a little better.

You can also limit qpMax value to small number like 10 and check.
Print the static and dynamic params and attach the encoded stream at 10 mbps to confirm you are not making any mistake in encoder configuration.

4.If your application is video-conferencing or any other in which you are interested only in particular part of video content, then enable 'Region of Interest Encoding' . The over-head in a system would be to detect objects(face) and pass them to encoder to encode with better quality.
