question about LnkCap and LnkSta

My setup is PC(running  openSuse 11.4)  as RC <-> dm8168 as EP

 the EP is booted successfully from PCIe bus according to http://processors.wiki.ti.com/index.php/TI81XX_PSP_U-Boot_PCIe_Boot_User_Guide using spi boot mode

at PC side, after run lspci -vvv

I find the speed and width showed by LnkCap isn't the same as LnkSta,

Does that mean the pcie bus isnot working at the full speed? If so, How do I fix this problem?
