SPI Boot Mode is Slow even on silicon rev 2.1

I have silicon revision 2.1 of DM8168.

With the oscilloscope I can measure 6.75MHz on SPI_CLK. This issue is reported in the errata as "Advisory 1.1.22", but is reported that it affects only revisions 1.1 and 1.0.
