In order to reduce power consumption necessary to track all unused input signals and provide them with the necessary pull up or pull down resistors.

Document "TMS320C5514 Fixed-Point Digital Signal Processor" in section "Terminal Functions" contains interesting information. But necessary detail.

In my project EMIF operates with SRAM. 

Many ports relating to the module EMIF, but designed to work with other types of memory remain unused. However, they may be able to set "Z" or "input" state. As an example, the unused signals: EM_CSx, EM_WAITx, EM_SDCLK, EM_SDCAS and so on. When this signal is present in the description of the information "Note: This pin may consume static power if configured as Hi-Z and not pulled high or low. Prevent current drain by externally terminating the pin."

In any case, these signals must be provided by external resistor PU / PD? This should be done always or only if the EMIF is not used?
