TRST Stuck Low DM368

I continually get a -233 error that my scan path is broken whenever I try to run a test connection with an XDS200 emulator to a custom DM368 board.  I have verified that my emulator setup works with the DM368EVM board and also verified that all the JTAG connections are the same for each board.  The issue that I have isolated is that the TRST pin on my custom board appears to be stuck low.  I have setup the circuity exactly like the DM368EVM board (image below) with a 2.2K PD and then a 33 ohm inline resistor on the TRST pin.  All other JTAG signals, besides TDO which always reads high because I assume the scan path fails, have been verified and match what I see on the DM368EVM board.

Further, I can see the TRST signals on the emulator side of the inline 33 ohm resistor but on the DM368 side it is always low.  Here is an example of what I see: (CH0 is TRST on the DM368 side, CH7 is TRST on the emulator side)

Another issue I should note is that when EMU0 and EMU1 are left floating EMU0 is pulled high as expected from the datasheet but EMU1 is pulled low.  I externally pull each signal high so the signals read EMU0=3.3V EMU1=2.2V.
