I use 6 pieces of C6414 on my board.However ,When I test the resistance between power1.4 and gnd,the value is only 6ohm。
Is this correct?

We cannot tell you if this is correct or not, because this is not a datasheet-specified parameter for the C6414. I can understand why some board tests may take this measurement as a quick check for board problems, but there are too many variables that may affect this value and TI does not have control over these board and tester variables.
On a cold, unpowered board, an Ohm-meter will be measuring leakage current at the voltage of the Ohm-meter plus parasitic components of the board plus components of the power supply regulator plus any other devices powered on this same supply rail (if any).
Your engineering judgement and your analysis from the datasheet will be more educated than mine, since you have the full board in front of you and you can determine all of the variables and parameters of the measurement.
The only definite statement that I can make is that since your measurement is as high as 6 Ohms, you do know that your board does not have any manufacturing shorts between Vcc1.4 and Gnd. Since the power short is one of many possible manufacturing problems, you can eliminate that one for this power rail for this board.
