MJPEG encode and decode with EZSDK

In ezsdk we have mjpeg decoder.

You could find information about it in:

MJPEG enc is not available in current EZSDK.

DVRRDK has MJPEG encode and decode integrated.You can get it from TI FAE

              It is available as an add-on for the SDK, we can also provide instructions about how to test it just from the EZSDK. BTW, the decoder is already available in the EZSDK by default.
