I think this would depend on your design and the ethernet controller you choose. my understanding is that some ethernet controllers have built-in memory where to store the EMAC address, others rely on external devices such as EEPROM on our EVM. Therefore, depending on which ethernet controller you use, you will need to design your board accordingly.
