From a HW perspective, the CPSW will automatically route most* packets to Port0 when in Dual MAC mode. I can't help with the SW portion of this question...the driver itself is what presents the "promiscuous" functionality to the upper OS layers.

* Except error packets...error packets received by the downstream MAC ports are not routed to Port0.
