Failed to convert TCF file to CFG file

Hi

I had tried to convert my *.tcf file into *.cfg file. But I am failed doing so. The below shows the errors in the CMD window.

I had put the bios_6455.tci into <C:\ti\xdctools_3_23_04_60\packages\ti\platforms\dsk6455\ti\bios\config> folder. But it still shows this error.

Can anyone help me with that?
