C66x board with no FPGA/CPLD. Is it possible?

Is it possible to design a low-power C6671 module without FPGA/CPLD? We have a very tight power budget ~10W and are constrained in space.

To my best knowledge in the EVM FPGA firmware implements power sequences, PLL workaround, button/LED control and AMC-related stuff. PLL is now fixed (isn't it) and we don't need neither buttons/LEDs nor AMC. I'm not sure if is it possible to implement power-up/down sequences without external components. If the answer is "no", is an FPGA/CPLD the best solution, or we can it better (using a uC, any intelligent power controllers etc?).

We like FPGAs and the idea is not to avoid FPGA per se but to optimize for power and space.
