VLC cross compilation is bit difficult because it depends on lot packages (that also need to be cross compile).

Yes, It will create single binary executable only.
The above link seems to very old too, So I'm not sure.
I would like to suggest that search in net (googling) to get cross compiling procedure.

Yes, VLC player need some GTK or X server based GUI platform to work.
So, It is bit difficult.
How about "mplayer" commands which I shared earlier posts to streaming videos.
