I think, you could get all stuffs like c6424 EVM documentation, EVM components, EVM software resources etc under one roof. You could check the spectrum digital c6424 EVM support page as below:

Again, the C6424 EVM does not have any specific CSL's (Chip Support Library); instead it has a PSP (Platform Support Package) which provides drivers for the peripherals in addition to a register layer CSL. This PSP package contains DSP/BIOS drivers and CSL (register layer) for DM648, C6452, DM6437 and C6424 SoCs. You can download the latest bios psp release ver. 1.10.03 which supports c6424 EVM as below:
