DM355 MPEG4 CODEC royalty

I cannot find a document to prove that the MPEG4 SP codec used in DM355 is free to use and if it's so.

Searching around I found a link that assert that is not necessary to pay royalties for small production quantities (< 50.000 pieces per year) [http://processors.wiki.ti.com/index.php/DM355_Codecs]. Other sources assert that royalty is included in DM355 price.

Could I receive a certain answer, maybe with a document from TI that prove it?

    Freely available codecs are available can be found at

     http://software-dl.ti.com/dsps/dsps_public_sw/codecs/DM355/index_FDS.html

    and

     http://software-dl.ti.com/dsps/dsps_public_sw/codecs/DM36x/index_FDS.html (only MJCP versions will run on DM355).
