Question about PLL Initialization subsequence

Hi All,
I use TMS320C6678. I do written small project to my board with use emulator SEED-XDS560v2 USB
and I used Gel file for initialization PLL.
I have question:
how can I program Initialization Subsequence in C code?
Into KeyStone Architecture Phase-Locked Loop (PLL) User Guide is written
"The PLL Controller registers should be modified only by the CPU or emulation."
Therefore I should write this initialization subsequent without use Gel file.
I not find code example into TI pdk.
How to can do it?
