C5515 CSL 3.04 USB Enumeration Issue

I have been working with getting the C5515 to successfully enumerate over USB with varied success.

I'm using CSL v3.04 and have found that if I link the CSL object file into internal RAM my device enumerates correctly over USB, but if the CLS object file is linked into external flash the enumeration process fails.

We have a similar project where the 5509A was used, it executes all its code out of flash, but for some reason the CSL v2.x was linked to internal RAM for execution. 

So it would seem that for some reason, at least the CSL usb functions need to run out of internal RAM, does anyone know why this is the case?

There might be more to the issue, but I have start narrowing things down one by one.
