If you look at the product folder, you will see there is EVM as reference design for DM81xx .

Yes DM368 can do 1080p30 encoding but I am not sure what your application is, so a new generation Soc is recommended anyway...

You need to consider the performance/interface/cost/powerconsumption etc.   And if there is need to reserve performance for future product, which means if you want to unify your platform.

DM368/8148/8168 are welcome products and the status is active, you dont need to worry about lifetime.

It looks like DM368/8148/8168 can do the job, because we are new to use TI chip, we would like to make our design based on TI reference design, so we can leaverage as much as possible on HW design and SW development.
I looked the 3 links you sent to me, first two are evaluation boards type, the 3rd one, they do not have DVR reference design for HD video, only for SD video.
I saw TI has DVR reference design with DM365, could you please recommand a reference design to start with? our requirements are quite simple as below;
Video inputs: HD video up to 1080P@30Hz, SD video (NTSC/PAL)
Record HD or SD video with audio into a USB drive
Display the same input video during recording
Add OSD into video (recording and display)Replay recorded video to display
