As far as I know, we do not have MELP codec on any of the TI platforms and also we don't offer any MELP libraries in TI too.
May be, you could explore for open source MELP codec on the internet and I believe, there is c55x speech codec download page as below:

Also, as far i know, c64x plus video codec download page is available as below:
http://software-dl.ti.com/dsps/dsps_public_sw/codecs/C64XPlus_Video/index_FDS.html

If you go to TI.com and search for MELP, there is a link to MELP C6x. This gives you information on a TI Design Network partner who can give you more information on MELP for the C6x platform. You can contact them to get code, if your searches on the web are unsatisfactory for you.
