USB0 Driver Resets when device on USB1 is disconnected

We are using the TI Linux SDK Version 6.0. When a device on USB1 is disconnected, the USB0 Driver Resets (disconnects and then reconnects in about 2 seconds). This is a problem in our applicator. It seems the two USB ports should be totally independent.
