Query regarding DS0 mode power consumption (overall) on Beagle Bone Black board

I am using beagle bone black with OS "Linux version 3.12.10-ti2013.12.01". I needed to take the power measurements on the beagle bone black with the following peripherals powered down (and processor Deep Sleep 0 mode) to measure the overall board consumption in DS0 mode:

1. LAN PHY (LAN8710A)
2. HDMI  (TDA19988)

To achieve this, we have removed the respective chipsets physically. After powering the board, the current measurement for the board was coming to around 20mA at 5V. This translates to a power consumption of 100mW. This measured value is much higher than the 4.5 mW value provided by TI for the board in Deep Sleep 0 mode. Can you please let me know the reasons for such high power consumption and possible ways to reduce this?
