What SOCs supports low latency encoding and periodic intra refresh for H264?

I know that for example the Pandaboard does have support for the periodic reference frame encoding. What other Davinci processors or SOCs supports them? Ideally, a MIPI input interface to add an HDMI input or an alternative would be required.
