Emulator communication

Hi

    I am working on a custom board that has JTAG emulator XDS510USB connection to it .This custom board with an FPGA and DSP6713 that was made before ( not by me ). It was tested and worked on . It has changed hands a few times before I got it . I need to work on this board but , its pretty hard to develop with such an unreliable connection to the dsp .I have an issue with the DC-DC converter that does not regulate at 3.3 always .The buck converter does not work and supplies full 5V to the board when i switch off and on the main supply to the circuit within a short period of time. Whenever i try for getting connected i ensure that the voltage supplied is 3.3v . But even with 3.3V correctly passing i cannot connected to the dsp regularly. The DSP and FPGA are ok still not effected by the 5V since when i finally connect after many tries, i can run stuff on it. I have been working on it for a month or so .The board  was made 2 years back.

The emulator is working fine , i checked with another board  to connect . Could you possibly suggest thing to check for to find the problem .
