It is hard to say for certain. It takes about 20 seconds for the linux kernel to load & initialize the device, after that it depends on how many applications are started in your file system. For the linux kernel, yes it is possible to get it running for less than 10 seconds. See some of the techniques to achieve that bellow:

I understood boot-up time would take about 20 seconds for linux and could be reduced within 10 seconds.
Is there any useful information of lead time from init process on rootfs to completion of default Android framework?
May I ignore the launching time for Android framework?
