Hello Payal,
The FT232 IC is a USB to UART converter and it is not intended for JTAG emulation.
The TMS320C6713 DSK has on board emulator, but we do not have information about its circuit details. It is a proprietary portion of Spectrum Digital.
I would suggest you to procure an external JTAG emulator which would be helpful to debug various family of devices. Please refer the below link for C6713 supported emulator details.
