The FT232 IC is a USB to UART converter and it is not intended for JTAG emulation.

The TMS320C6713 DSK has on board emulator, but we do not have information about its circuit details. It is a proprietary portion of Spectrum Digital.

I would suggest you to procure an external JTAG emulator which would be helpful to debug various family of devices. Please refer the below link for C6713 supported emulator details.

There is no single chip solution for JTAG emulation.

It could be developed using FPGA and microprocessor with associated circuitry like on board emulator in development boards. You may not get this information since these are Vendor's proprietary information. We are also not aware of these information.

You could purchase XDS560 which is well recommended for C6713 DSP.

With the use of FT232, you can only view the debug messages in UART console.

The XDS560 and XDS510 JTAG emulators only supports C6713 DSP and both would cost around $1000. The XDS100 does not support C6713 DSP.
