What is tac line signal ? Is it a tachometer signal ? Could you please elaborate on this ?

Hope you are using C6713 DSK and you are intended to connect external signal to the HPI port ? If so, please analyze and ensure your external signal is meeting the HPI electrical specifications.

Please note, HPI is a parallel bus interface and you may not use it like a GPIO.

I get a digital pulses through the TAC line of a fan. A digital pulse is created when ever the fan rotates.

So I would use this digital signal and convert that as analog signal.

I would like to use gpio for this purpose and want to know how can I connect it to the device.

Since most of the HPI signals are multiplexed with GPIO, you can connect the digital TAC line to J1 connector. Please check the GPIO multiplexed pin in the device data manual.

So I would use this digital signal and convert that as analog signal.

I am not clear about this, how do you convert this digital signal into analog ?
