How to rebuild "nettool.ae66" from NDK 2.21.1.38 library?

I modified the "httpsend.c" file but don't know how to rebuild it to update the "nettool.ae66".

I see the file "package.bld" in the "nettools" folder but I don't know what to do with it.

Any help is appreciated.
