I suspect you refer to the DM814x TI EVM SW diagnostic test from Mistral:
Note that the folders are not empty, there is readme file inside the folders. In the readme files you will get instructions how to run the test. Only GEL file is needed to run the test, that is the reason you can not find c/h/out files in the folders.

As stated in the thread, you need NDA agreement with TI and get support from local TI FAE/representative. You can receive the SW package though your local TI FAE/representative.
