Hang after " Starting Kernel "

Hi All
I'm designing a board based on DM8107 in which there is no SATA Interface

and There is not related to SERDES clock fo DM8107
As mentioned on page 83 and 92 of data sheet( April 2013 / SPRS813B )
SERDES clock is optional and when PCIe is not used, these pins can be left unconnected.
But Power ( related SATA and PCIe / 1.8V ) connected to a 1.8V power supply

we have a ploblem on above the board based on DM8107
The ploblem I seeing that the Kernel seems to hang after " Starting Kernel "

We Connected SERDES Clock On Board , then the board working well

but when disconnected SERDES Colock , hang after "Starting Kernel"


Please let me Know how to slove this ploblem
