DSKDA830 ARM won't start in debug

I have a DA830 DSK board and I am trying to load one of the OMAPL1x quickstart example programs and I am having trouble booting the ARM core.  I have configured the memory map correctly, however, the ARM will not power on.  When I attempt to enable the ARM PSC the PSC0 PTSTAT and MDSTAT registers remain cleared (0x00).

I also tried the gel file from this post and everything returned back 0s:

    DSKDA830 board using OMAPL137 core which is DSP bootable device, you have to connect DSP core first then ARM core.

    Able to connect ARM core followed by DSP core in CCS ?
    Have you created the target configuration properly ?
    What error you are getting while connecting ARM core ?

    dskda830_dsp.geldskda830_arm.gelUse the XDS 510 USB emulator.

    Steps:

    1. open the OMAPL137_SDI.ccxml file in CCS.

    2. Make sure you use the XDS510 USB emulator otherwise change the emulator selection it in the "connection" field.

    3. Click on the advanced tab; Select DSP; In the initilaization script column, browse and locate the gel file ( attached. DP gel for DSP core and ARM gel for ARM core )

    4. In DA830 DSK board, have the boot switch settings as [72103 - 10100 ]

    5. Connect the XDS 510 USB emulator and power on the DSKDA830 board.

    6. In CCS, right click on the "OMAPL137_SDI.ccxml" file and launch the configuration.

    7.Right click on DSP_0 and do connect target.

    You will see the console messages like below.
