Fixed-point math library for the TMS320C6416T?

It is very hard to do an E2E search for "IQmath C64x" because you will get all of the C64x+ ones. I did not even try it.

But I did go to www.ti.com and did a search there. Maybe it was just an easier way to look at the results, but I found a thread at http://e2e.ti.com/support/dsp/tms320c6000_high_performance_dsps/f/112/t/11535.aspx that may have the exact answer for you. There are a couple of instances of an IQMath library for the C64x (no +); scroll down about 2/3 of the first page.

There may be more interesting reading in the 3 pages of this very long thread. It is always good to get some understanding of the issues that other users have found.
