The 3517 has a video DAC. Is there a mode where we could get the raw RGB out, the intent being to drive an LCD/CRT computer monitor with a VGA cable?

the video DAC on the AM3517 is a TV encoder, so it only outputs CVBS or S-Video. For VGA you would need to take the digital RGB output and feed that to a Video DAC like the THS8200 or THS8135 to be able to feed a VGA monitor.

Our requirement is for a low-cost ARM processor with 24 bits/pixel output to a VGA monitor. As I understand it, the 1808 supports only 16 bit/pixel. Could you recommend another solution?

for 24b you could go with the AM35x + THS8134 or THS8135.
