Keystone Device Functional Simulator

I'm a student at a university studying Computer Engineering and I'm currently working on a project with a small team to create a digital mixing console. We have decided to use the 66AK2E02 processor. The development board is nearly 1,000 dollars and that takes up a lot of our budget, I was told that I can request a keystone simulator for version 6 of Code Composer studio. Is this possible? I've tried using ccs v5.5 but I get an ARM license error with both the 2013 license and the 2014 license. 

What we really want is is to use the simulator until we are sure its the processor we want. Then we will either buy the processor itself and create our own board or purchase the evaluation board if we can get our budget increased.

    The simulator feature is completely de-focused in CCS and we recommend you to buy EVM for your case (or) use older CCS if that has simulator support for selected processor.
