K2E Decoupling

In reviewing the Hardware Design Guide for the K2 devices, it recommends over 400 decoupling capacitors at a minimum. This seems excessive. I saw nothing regarding the maximum impedance seen be a power pin. Am I missing something, or is TI really expecting >400 decoupling caps?

We have Hyperlynx's PI suite to model the power distribution network, but I am unable to find a target impedance.

The part number that we are working with is AM5K2E04XABDA4.
