You can use the latest CCS version 6.1.2 for OMAPL138.

Debug tools can be a wide variety. For the least expensive, you can use the XDS100v2, and it can go upwards from there...

Forgot to mention about emulator, you can use the XDS100v2 emulator (which is supported on OMAPL13x/C674x devices) as Todd mentioned, also you can use XDS510USB emulator.
