In our simple example project. We see that by writing to IPCGRx register ARM is able to generate IPC Interrupt on each core. Instead of using CSL code to map the IPC event to an ISR,can we use Notify_registerEvent to register a call back function for the same.

Not sure about your requirement of replacing it with notify API.
But, in general, to register a call back function, you can use the notify_registerEvent but the call back function should have the syntax like below:
Void cbFxn(UInt16 procId, UInt16 lineId, UInt32 eventId, UArg arg, UInt32 payload);
