I have already found it which is the PCB Layout File (TIDC179) for Allegro.

I am looking for the PCB fabrication gerber files, not the PCB Layout File.

Are there not the gerber files for TMDSICE3359 (Rev 2.1)?

All available ICE v2.1 design files can be found on the above links. Gerber files have not been released.

You can contact local TI to check if it's possible to get them offline.

The files are in Allegro file format. Does TI plan to release Altium version of this board soon?
