Questions about scene change feature of HEVC encoder (02.00.01.00).

HI,   

    In the release note of HEVC encoder (02.00.01.00), The article mentions that “Modified scene change algorithm”. I consider that the encoder does not this feature because if the scene change algorithm was worked, It would be forced the frame of scene change to I type frame in the bitstream. And there is no any parameters corresponded to this feature.

    Is it ture? Is there other parameters for scene change feature are not set yet?
