I am a total noob, i want someone from TI or anyone having experience recommend cheap/affordable DSP starter kits that i could buy and learn about dsp.

For the budget you are looking at, the C5505 eZdsp kit might be a fit. It has a teaching ROM that has course content which would be complemented by the eZdsp.

If interested, you can also go with the C5535eZdsp kit. It's a bit pricier, but a newer platform.
