Hi,
ControlSuite is a separate software kit totally independent of DSP/BIOS. You should be able to download the latest of both to work with depending on what you're trying to achieve. I'd also recommend using TI-RTOS for C2000 (what DSP/BIOS evolved to) so you can be able to get more support as it's more recent.
