This depends on the OS and toolchain you are using. Command files are a feature of Code Composer Studio, but we typically use CodeSourcery tools for Linux and VisualStudio for WindowsCE. There are features in our PSP and DVSDK packages that allow physically contiguous buffers to be reserved for video use. Check out the Users Guide document in the Linux Platform Support Package.
