DM8148 codec rate control problem

Hello,

We are using dvrrdk on dm8148 platform.

We observed that MPEG-4 encoder skips all the frames when parameter allowFrameSkip is enabled.

Parameters are setting as:

CBR control mode, target bitrate = 32kbps, encode resolution = CIF, fps = 15

or target bitrate = 99kbps, encode resolution = D1, fps = 2
