OMAP-L138: Required Image processing EVM with PoE interface

Hi,

For designing a high power transmission monitoring application, an image processing functionality is required.

For the same I came across OMAP-L13x DSP. For the application, two JPEG files need to be compared.

Does the eval kit have libraries for the same and how many MIPS will it be taking for running the algorithm? 

Some suggestion for any eval kit to comply with a POE interface camera module will be helpful.

What OS will be required for OMAP-L13X or for the alternate one been suggested.
