AM3517: Boot SPI Flash size lower limit

Hello,

When AM3517 boot from SPI Flash, Flash saize is limited between 128KBytes and 16 MBytes.

I understand upper limit(16MByte) because it is 24 bit addressing, but why is lower limit 128KBytes?
we can't use smaller size than 128KBytes?
