You might check the Core Register "CPSR" to ensure you are running in a privileged mode. Any mode other than "User" mode is considered a privileged mode and should allow you to modify the PINMUX configuration. You can verify the ARM processor mode by checking bits 0-4 of "CPSR". Listed below are the ARM9 CPU modes and their binary number.

usr: 0b10000     (not privileged)
fiq: 0b10001       (privileged)
irq: 0b10010      (privileged)
svc: 0b10011     (privileged)
abt: 0b10111     (privileged)
und: 0b11011    (privileged)
sys: 0b11111    (privileged)

I've put unlocking sequence into ARM gel file and this resolved the issue.

Does this sequence have to be performed from each CPU?
