I have a simple Question

I'm using TMS320C6746 and also I want to use TI-RTOS

Is DDR Memory neccesary to use TI-RTOS?

No, you can put all code and data in L1 & L2 internal memories. This might require reducing the configured sizes of the caches in those memories.
