RTOS/CC1310: Win32 Heap Error

Customer is getting WIn32 error when using IAR ARM 7.60 with tirtos_cc13xx_cc26xx_2_21_00_06 under Windows 7.

13 [main] ? (14508) c:\ti\xdctools_3_32_00_06_core\bin\sh.exe: *** fatal error - couldn't allocate heap, Win32 error 487, base 0x1190000, top 0x11A0000, reserve_size 61440, allocsize 65536, page_const 4096

There are several E2E posts along with other forum posts regarding similar errors. The Symantec post was interesting:

it is a Cygwin related problem. I have seen reports before, but I haven't been able to replicate it. The shell sh.exe from XDCtools uses a relatively old version of Cygwin and it seems that the problem happens when there is another, newer version of Cygwin on the host. However, I am not sure if that's the real cause.
I'm looking into it now, and I'll post more when I have more info.

HI Sasha,

The issue started after customer moved from Win7 to Win10. They have several developers using Win7 without issues.

Let me know what you find.

I have found this thread where someone recommends rebooting:

The real problem seems to be a bug in Cygwin that was fixed a long time ago, but the version of Cygwin.dll used by XDCtools is 1.5.25, which is about 10 years old. I don't know why we haven't upgraded but until there is a new XDCtools release, we'll have to keep looking for workarounds.
Can you also find out if the problem happens reliably at every build or intermittently?

Hi Sasha,

Yes, we figured out rebooting fixes the problem. The problem occurs fairly regularly so rebooting is not convenient. As I stated before the problem appeared after moving from Win7 to Win10. Let me know if we plan on addressing in future tools release.

We are seeing these problems more and more as customers are moving to Windows 10, so we don't really have a choice. I can't really promise you a date but it is a high priority.
