The method that I integrated the codec into my encoder server is as follows:
First, I just replace the old hpcip lib with the new hpvip——1_01_017 ,and copy h264fhdvenc codec to combos/packages/ti/sdo/codecs
Second, I modify the .conf and .tcf files of my encoder . at http://e2e.ti.com/forums/t/12408.aspx
The key pionts as:

Looks like you based these versions on the codec data sheet (which is reasonable). However the codec datasheet typically shows testing in isolation (outside of the DVSDK). Hence the versions are often different than the DVSDK. I suggest u revert to the versions of tools required by DVSDK 2.0. For example BIOS 5.31 is old. DVSDK 2.0 shipped w/ 5.33.03. I suspect you get a bunch of warnings in the build due to this.You should also use CGT >= 6.0.21

Make sure you really nuke the previous HDVICP lib to ensure no build remnants are left over and do a make clean.
Also (once I found the codec you mentioned) you should look at codecs\h264fhdenc\H264FHDVENC.xdc - it has several config params - they'll all need set on the application (Arm) side - looks like there are some additional params .v. prev h264enc which is why I mention this.
Finally codec params are often the issue that prevents successful creation. Suggest u copy the params provided in default Client app/ then take it forward from there.

codec to combos/packages/ti/sdo/codecs, then "make clean ,make" to re-build server without any warnings,
I confirm that these is no problem.

Hopefully one of the developers can pitch in since I'm on vacation next week.
1 point that comes to mind - the "intMemSection" parameter in the cfg file - that implies internal memory - which implies that perhaps internal memory is required for this section (possibly done via memory overlays etc). I have seen other codecs which did this for performance reasons. So if feasible try setting that to "IRAM".
Make sure you double check the params you're using .v. the supplied Client/ application - this would at least get you started with a "known good".
I'd also suggest you post the latest error msg you are getting.
